Negotiated settlements of ethnic conflict rarely stand for long, Toft (public policy, Harvard U.) points out, and she seeks to understand why by looking at conflicts that end in victory instead. She begins by setting the question in historical and theoretical context, then considers the mutual benefit and mutual harm of securing the peace, a statistical analysis of war recurrence and longer-term outcomes, a successful negotiated settlement in El Salvador, a rebel victory begetting stability in Uganda, and a collapsed negotiated settlement and prospects for peace in the Republic of Sudan.
